Import Control systems

On March 1, 2023, the European Union (EU) implemented the second phase of its Import Control System 2 (ICS2). The new pre-loading and pre-arrival cargo information platform will enhance security and risk management for goods entering the EU, Norway, Northern Ireland and Switzerland.  All air carriers must transition to the new system on July 1, 2023.

What is ICS2?

The Import Control System 2 (ICS2) is an automated processing system that collects data on all cargo before entering the EU, Norway, Northern Ireland and Switzerland to improve data exchange efficiency and enhance the security and safety of its citizens and borders.

ICS2 applies to all goods transported to or through the EU, Norway, Northern Ireland and Switzerland, regardless of the final destination.

The EU is made up of twenty-seven countries including Austria, Belgium, Bulgaria, Croatia, Cyprus, Czechia, Denmark, Estonia, Finland, France, Germany, Greece, Hungary, Ireland, Italy, Latvia, Lithuania, Luxembourg, Malta, Netherlands, Poland, Portugal, Romania, Slovakia, Slovenia, Spain and Sweden.

Preparing for the new platform

The new system will require the following information for cargo being shipped to the EU, Norway, Northern Ireland and Switzerland:

  • The six digits of the Harmonized Commodity Code (HS) for each item being shipped
  • The full and completed FWB and FHL data before tender
  • Correct and accurate data
  • The consignee’s Economic Operator’s Registration and Identification number (EORI) where assigned
  • Failure to provide quality and complete data in the correct fields may result in non-acceptance of goods
